Ethics, values and good governance is among the smallest parts of the preliminary and probably the easiest. The memorising load is light, because the questions tend to be about concepts and the distinctions between them.

The core concepts

Most questions here turn on the difference between two closely related ideas — ethics and values, transparency and accountability, governance and good governance. So read them in pairs rather than singly, and write the distinction on one line.

The elements of good governance should be held as a list, because "which of these is not an element" is a regular question shape here.

The administrative side

Part of the paper comes from practical administration — the right to information, grievance redress, the institutions built for anti-corruption work, and the idea of a citizen’s charter. These serve you in the viva as well as the preliminary, so organised reading pays twice.

• Pair each institution’s name with its core function.
• Keep the citizen’s charter and grievance redress distinct in your mind.
• Write the elements of good governance out as a list.

How much time this deserves

The section is small, so pouring long hours into it is unnecessary. A few days to organise the concepts and then periodic revision is enough. The hours you save are worth far more spent on Bangladesh Affairs or mathematical reasoning.
