This cadre’s work sits directly on the rural and small-scale economy. When farmers, fishers, weavers or small entrepreneurs come together into a society, everything from registering it to supervising it passes through these officers.

The scope of the work

The main duties include registering societies, overseeing their by-laws and elections, auditing their annual accounts, settling disputes among members and arranging training. A large part of it is inspection work — done by going to the society rather than sitting in an office.

Why the work matters

A cooperative running properly creates savings and credit for many households in a village; one running badly hurts exactly those households most. Registration and audit are therefore not paper formalities — they act directly on the savings of people with little margin.

  • Someone drawn to working with people at village level.
  • Someone interested in the accounts and constitutions of small bodies.
  • Someone with the patience for settling disputes.
  • Someone who can accept regular inspection travel.

A realistic expectation

It is a less-discussed cadre, and the competition is correspondingly lighter than for administration or foreign affairs. The visibility of the work is low, but for anyone drawn to development work and community organisation there is genuine scope in it.
