A dialogue between Iqbal and Nasir
Iqbal: Nasir, the queue at the passport office this morning went round the block.
Nasir: Everything in this country has a queue. That is what density means in practice.
Iqbal: Is our population still growing as fast as it used to?
Nasir: No, and that is the part people miss. The growth rate has fallen sharply over the last forty years.
Iqbal: Then why does it feel worse rather than better?
Nasir: Because the total is still rising, and because so many people are concentrated in a few cities.
Iqbal: So it is distribution as much as numbers.
Nasir: Largely. Dhaka keeps growing because the jobs, the hospitals and the universities are all here.
Iqbal: What brought the growth rate down?
Nasir: Female education more than anything, along with the family planning programme and lower child mortality.
Iqbal: Child mortality? That seems the opposite of what you would expect.
Nasir: It is not. When parents are confident their children will survive, they have fewer of them.
Iqbal: That is not an argument I had heard before.
Nasir: It is the one that explains most of it. And it means the remedy is schools and clinics, not slogans.
