How is this different from asking for a fee waiver?

It concedes that the full amount is owed and asks only to change when it is paid. That makes it a much easier request to grant, and saying so explicitly — "I am not asking for any reduction" — is the sentence that does most of the work.

Should I propose specific dates?

Yes. An open request to pay "later" cannot be approved, while two named amounts on two named dates can be recorded and checked. Proposing the schedule yourself also shows that you have thought about how the money will actually arrive.

How much should I explain about the family finances?

One or two factual sentences: what the income is, why it is delayed, and when it is expected. A harvest not yet sold is a complete explanation. A longer account of hardship shifts the application towards a plea for charity, which is a different request.

How to write it

Ask for a change in timing, not for a reduction. This application concedes that the money is owed; what it requests is a different schedule.
State the amount due, the date it falls due, and the instalments you propose with dates.
Give the reason for the difficulty briefly and factually — a delayed salary, a harvest not yet sold, an illness in the family.
Undertake to clear the amount by a stated date. An open-ended request is much harder to grant.

I am not asking for any reduction in the amount due; I ask only for permission to pay it in two parts — two thousand taka on 15 September, which I have already saved from private tuition, and the remaining two thousand five hundred taka on or before 31 October. I undertake to clear the whole amount by that date without further extension.
